Mint Token Supply on Flare with owner and permission checks

Use the Flare Mint Allocation route only after a compatible token exists and the connected owner wallet still has active mint permission.

Minting adds supply to an existing Flare ERC-20 token. It is not the same as deploying the first token contract and it is not the same as burning wallet-held supply.

Builders should record why the additional allocation exists, where the new tokens go and how it relates to liquidity, vesting or distribution plans.
